The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding.  Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Boat Ramp IIC Lift Station, New Port Richey, FL 34652

Proposed Work and Purpose:

City of New Port Richey proposes to provide backup power to the Boat Ramp IIC lift station located in New Port Richey, Florida 34652.

The project proposes to provide protection by purchasing and installing a permanent generator with a capacity of 150kW, or the adequate size determined by the vendor and/or an electrical engineer during the bid process to appropriately support this utility. The project shall include all required electrical and ancillary components necessary for the installation of the generator. Currently this infrastructure is unprotected without any source of backup power during power outages, an interruption in the electric power supply would result in a loss of service of the lift station which would lead to sewage overflows. The project shall decrease the risk of electrical power loss to the lift station and shall prevent sewage overflows during future power outages.

Project Alternatives:

The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) An alternate action would be to supply power from another leg of power that is on an adjacent run. This would include approximately 1,800’ of directional drilling and additional coordination and approval from Duke Energy. These alternatives to the proposed project are not viable because under Alternative 1) during power outages, there would be no backup power source to support essential operations such as emergency communications, water/wastewater treatment, public safety coordination; and Alternative 2) is cost prohibitive and would not provide complete continuity as typical outages during storms are systemic and cover entire municipalities, as opposed to isolated legs of power, and therefore not practicable.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project.  The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2489 Shumard Oak Blvd., Tallahassee, FL 32399-2100.  These are due within 15 days of this notice.  The State will forward comments to applicable regulatory agencies as needed.  Interested persons may submit comments, obtain more detailed information about the proposed action, or request a copy of the findings by contacting:

Who do I call to have my water turned on or shut off?

You will want to contact the Billing and Collections Department by calling (727) 853-1061 to have your utilities turned on or off.

Why am I not in the city limits when I have a New Port Richey address and I am connected to city utilities?

Although you may have city utilities, the City of New Port Richey is divided up by the business district and utility service area, so even though you may have a New Port Richey address you may not be within the city limits.

Can I get free mulch?

Absolutely! The City of New Port Richey offers free mulch, which is available for self-pickup at our mulch pile located on Pine Hill Road, or can be delivered free of charge by the Public Works Department within the West Pasco area.*

*Please note: Due to the City’s inclusion in the Giant African Land Snail Quarantine Zone, all mulch must remain within the designated quarantine area. Pickup and delivery are both restricted to addresses within the quarantine boundaries. Please contact us to verify if your location qualifies.

 

Does the City offer garbage pickup?

Yes, the City has contracted Waste Pro/JD Parker to collect trash for both residential and commercial services. 

Residential services are paid by homeowners through the City's Billing and Collections Office. 

Commerical services are paid directly to Waste Pro/JD Parker.

I have low water pressure. Help!

Do you have a water softener?

If yes, put it on bypass and if this relieves your low pressure, you will have to make a service call with a water softener company.

If no, give Public Works a call and we will create a work order to have someone come out and see what the issue might be.

I have a sewer backup, what am I to do?

First and Foremost, do you have a Cleanout? A cleanout is a white pipe that is in your yard with a cap on it.

If yes, call Public Works and we will create a work order to have someone come out and see what the issue might be.

If not, you will need to call a plumber.

I have a water leak, what am I to do?

If the water leak is in your house or anywhere from the water meter to your house, this issue is on your side and you may fix it however you would like.

If the water leak is from the meter to the street call the Public Works department to have someone go out and fix it.

Is Reclaimed Water available to me?

The City does offer Reclaimed Water in selected areas. You may call Public Works to see if it is available in your area.

What are the watering restrictions within the City of New Port Richey?

The City of New Port Richey follows the Watering Restrictions set forth by the Southwest Florida Water Management District. You may refer to their website for current watering restrictions.

I just trimmed my trees and want the debris picked up. What do I do?

If you place the tree branches and limbs, no longer than 6', on the Right of Way, as close to the road a possible without blocking roadway or sidewalk, the City Crews are on a continuous rotation and will pick up the yard debris. Make sure it is not bagged or tied. Please keep in mind, this is a service only for residents and will not be picked up from any businesses. Does the city have a landfill?

The city does not operate a landfill. Residents should contact the Pasco County Landfill on Hayes Road. (727) 856-0119

Does the city perform Utility Locates?

The city performs Utility Locates for water and sewer services. However, all other utilities need to be contacted and a ticket needs to be created through Sunshine State One-Call for the protection of the Property Owner.
