MINIMUM SALARY: $18.23 – Actual Starting Rate D.O.E.
MAJOR FUNCTION:
The Grounds Maintenance Crew Leader will be tasked with organizing, leading, and controlling park operations, to include maintenance of parks and recreation facilities, grounds, and buildings within a designated area by ensuring building, electrical, plumbing, grounds, and equipment are in good repair, clean, safe, orderly, and compliant with applicable regulations. Responsibilities include responding to day-to-day operations and maintenance and repair, and supervising facilities and maintenance staff.
ESSENTIAL FUNCTIONS:

- Assists the public by providing information regarding programming and services;
- Oversees and leads the work of Maintenance Workers, Equipment Operators and contractual personnel;
- Coordinates program activities with other departments, community and service organizations;
- Plans, prioritizes and implements parks maintenance, repair and development activities;
- Coordinates renovation, construction and development projects;
- Assists in organizing programs and prepares facilities for classes and special events;
- Provides training for Maintenance Workers and Equipment Operators;
- Assists with interviewing and selecting prospective employees;
- Assists with evaluating employees and participates in employee evaluation meetings;
- Provides input with preparing the grounds division budget;
- Performs administrative duties such as purchasing new equipment, materials and supplies; researches special construction projects, assists with grant preparation and maintains receipts and budgetary expenditures;
- Reviews bids and quotes from vendors for specified maintenance and repair projects in collaboration with the Director of Public Works and the Public Works Operations Manager;
- Supports the Director of Public Works in meeting property facilities budget and being proactive in expense control;
- Adheres to park maintenance and service maintenance contracts;
- Documents accurately all work performed on work requests;
- Performs maintenance and custodial duties in parks and park facilities;
- Assists in the care and maintenance of equipment to include regular safety inspections;
- Participates in the development and implementation of city wide special events;
- Detects safety risks and hazards to users and employees and devises corrective measures;
- Assures compliance with legal, safety and health regulation guidelines;
- Follows and administers the policies and procedures set forth by the Public Works Department;
- Recognizes emergency situations and administers action as required;
- Remains available for call out due to personnel, maintenance, security and emergency issues; and
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Knowledge, Skills, and Abilities:
- Knowledge of the Internet, and proficient in Microsoft Office tools (Email, Word, Excel, etc.) utilized by the City;
- Knowledgeable about the park facility and special event needs;
- Knowledge of general safety and park maintenance practices;
- Good manual dexterity;
- Knowledge of and ability to perform tree and trail maintenance;
- Knowledge and experience in operating such equipment as chain saws, chippers, front end loaders, tractors, aerial boom trucks, skid loaders, dump trucks and other power tools in a safe and effective manner;
- Knowledge of and ability to use standard hand and power tools and equipment for grounds and tree maintenance activities;
- Ability to provide parks division needs and recommend changes to the Public Works Director and Public Works Operations Manager;
- Ability to listen and ascertain the needs of the customer;
- Ability to meet and deal tactfully and effectively with the public;
- Knowledge of effective supervisory methods and practices;
- Ability to handle multiple activities at once and work positively within a team model;
- Ability to lead, train and motivate staff on a daily basis;
- Knowledge of worker's compensation standards;
- Knowledge of Material Safety Data Sheet files and requirements;
- Knowledge of standard cleaning products and chemicals;
- Ability to follow required safety precautions;
- Ability to evaluate and implement changes in operations;
- Knowledge of methods and requirements for the upkeep of parks and park facilities;
- Ability to work independently and demonstrate sound judgment;
- Ability to coordinate with public and private groups to develop partnerships;

TRAINING, CERTIFICATIONS, AND EXPERIENCE:
Graduation from high school or possession of an acceptable equivalency diploma. Minimum five years of supervisor experience in building construction, maintenance or repair work. A comparable amount of directly related experience may be substituted at the City’s discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.
SPECIAL REQUIREMENTS:
Must possess a valid Florida Drivers License. Ability to operate a motor vehicle. Ability to work evenings, weekends, holidays and during emergency situations as required.
This position is to be considered an “essential personnel” member and is required to report to duty for emergency situations such as floods, hurricanes, tornadoes, sinkholes, water/sewer breaks and other crises to provide for public safety. Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster.
PHYSICAL DEMANDS:
Physical Ability:
Transitions from indoor to outdoors. Ability to climb stairs and ladders occasionally and the ability to lift boxes, not exceeding 50 pounds occasionally and also push or pull heavy objects. Regularly exposed to dust, odors, fumes, and noise. This job requires normal visual acuity and field of vision, hearing, speaking, color perception and depth perception. Ability to stand or sit for periods longer than 30 minutes but not to exceed six hours consecutively. A Grounds Supervisor may spend the entire time at work standing, walking, lifting objects and operating equipment. A great deal of stretching and bending is required, often in awkward positions. Ability to perform strenuous physical activity.
Sensory Requirements:
Ability to hear, speak and understand conversation in English in various tones of voice, as well as accents or rapidly spoken in order to be able to do job. Ability to see, read, and comprehends letters, numbers, words, characters or symbols, which are both large and small. Ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others. Ability to learn complex tasks and remember how to complete tasks without assistance once trained. Many cleaning chemicals and pesticides used as a Parks Superintendent give off noxious fumes and have powerful odors. If not handled properly, the cleaning materials can cause serious injury, sickness and skin irritation and rashes may occur.
WORK ENVIRONMENT:
Ability to deal with stress related to routine deadlines and occupational problems, which demand immediate attention. Necessity to multi-task successfully. Ability to accept decisions made by others that may be in opposition of own views. Ability to deal with both legislative and administrative personnel of the City in a tactful manner.
