DEPARTMENT: Technology Solutions

REPORTS TO: Technology & Innovation Director

CLASSIFICATION STATUS: Full Time, Exempt

SALARY: $23.92 hourly

 

ESSENTIAL FUNCTIONS:

The list of essential functions, as outlined herein, is intended to be representative of the major tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.  Specific tasks on a day to day basis will reflect the overall areas of expertise for this position.

  • Supports development and maintenance of an accurate sustainable geospatial model of the City of New Port Richey.
  • Develops modeling methodologies, coordinates geospatial data collection, management, and analysis.
  • Generates project maps and presentations to meet the analytical and technical needs of City departments, other County, State and Federal agencies, and the public.
  • Other job functions include researching county, state, federal, public records and maps; creating thematic geospatial datasets; scripting for and analysis of spatial data; producing hard copy and interactive maps, reports, and analysis for presentation; operating and maintaining GIS and sUAS equipment; and utilizing enterprise level computers and databases.
  • Participates in department projects and performs other duties as required.
  • Cartographic principles for thematic and interactive map production.

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities:

  • Knowledge of spatial analysis, modeling, and statistics; qualitative analysis; raster analysis; network analysis; data mining.
  • Knowledge of analytics to include vector and raster modeling; 3D modeling; data compilation, management, use and evaluation.
  • Knowledge of earth geometry, land partitioning systems, geo-referencing systems, datums, map projections; digitizing, field data collection, imagery processing, and metadata standards.
  • Knowledge of ArcGIS Desktop, ArcPro, ArcGIS Online and ArcOnline/ArcEnterprise.
  • Ability to analyze assigned problems; gather and organize the data to arrive at valid conclusions.
  • Knowledge of Geographic Information System design for application, model, and database design, as well as planning and implementation.
  • Knowledge of ethical; legal property and economic aspects; public sector use; and dissemination of GIS information.
  • Ability to establish and maintain effective work relationships with employees, public and other agencies.
  • Knowledge of ArcModel Builder, Structured Query Language (SQL), and Python.

TRAINING, CERTIFICATIONS, AND EXPERIENCE:

Bachelor’s Degree in GIS, Geography, Computer Science, CAD drafting or a related field from an accredited college or university and two (2) years’ work experience in GIS OR Associate degree in GIS, Geography, Computer Science, CAD drafting or related field and four (4) years’ work experience in GIS. Certificate from ArcGIS training class or equivalent preferred.

SPECIAL REQUIREMENTS:

A Florida driver’s license is required. Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster.

PHYSICAL DEMANDS:

Physical Ability:

Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).  Tasks may occasionally involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds).  The employee must also have the ability to stand and sit for periods longer than 30 minutes but not to exceed four hours consecutively, and the ability to climb stairs and ladders occasionally.

 Sensory Requirements:

The job requires normal visual acuity and field of vision, hearing, speaking, the ability to perceive and discriminate colors or shades of colors, sense of smell, depth perception and texture perception.  Some tasks require the ability to perceive and discriminate sounds, visual cues or signals.  Employee must also have the ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others.

Environmental Factors:

Performance of essential functions may require exposure to adverse environmental conditions, such as dust, odors, machinery, electric currents, bright/dim light, or traffic hazards.  The noise level in the work environment is usually moderate.

WORK ENVIRONMENT:

Work is performed in typical office conditions in all city buildings.  Duties may occasionally require work in small or confined spaces, unconditioned air and inclement weather.
